Roughly 100 residents of the R.M. of Springfield gathered outside the municipal office Monday afternoon after the public and media were denied entry to the locked municipal building where councillors voted 3-2 in favour of a zoning amendment and a development plan by Sio Silica to construct a sand processing facility operation in Vivian, Man. that the two dissenting councillors say hasn’t been properly vetted and puts the region’s aquifer and water source at risk. Groups outside the meeting – mainly retirees -  gathered around smart phones to watch it livestreamed.
Richard Kuffner, a 75-year-old grain farmer in Springfield, says he feels betrayed by the new mayor Pat Therrien who he campaigned for on the promise he would shelve the Sio Silica project until it’s proven safe.
