MIKE DEAL / WINNIPEG FREE PRESS
Wanting to be identified as Lizbeth, 54, she's a single mom from El Salvador. She learned about the Canada-U.S. Safe Third Country Agreement the hard way when she made her way to the Canadian border in October to try and make a refugee claim through the proper channels and was told she can’t because the U.S. is considered a safe country under the deal. The U.S. won’t accept refugee claims from countries like hers that have been overrun with crime and gangs. She was trying to get to safety in Canada to make a home for her and her 15-year-old son who’s with his grandparents in El Salvador and hiding from gang recruiters.
She’s stuck in limbo in Grand Forks, living with the support of the faith community and volunteering at the Northland Rescue Mission shelter where she stayed when she was turned away from Canada.
