He says the City of Winnipeg should be responsible for removing encampments on private property, with police assistance, and for coordinating the cleanup, rather than requiring homeowners to bear the cost and responsibility in addition to repairing the damaged garage. The city has issued a compliance order there. They own the land back down to the river. There’s an encampment there and the city wants the landlords to clean it up, but the landlords are like, ‘What are supposed to do?
